Since 1992 the social security pension schemes in México have gone through reforms and amendments. The main feature of these reforms is a switch from defined benefits programs to defined contribution programs. The transition from the former schemes to the new ones has resulted in misconceptions and confusion. Workers have different messages, as well as gaps in the information. This translates into bad decisions in relation to the choices they have.
At the same time there are more than 300 public pension programs in Mexico, although the largest are the one for private employees (IMSS), and the one for federal workers (ISSSTE). This profusion of schemes further complicates the understanding of alternatives workers have upon their retirement.
In this paper we present the background, voices, and analyze the messages employers and workers have received about the pension programs. We also present proposals and guidelines to transmit the rights, obligations, and other features of pension plans to participants.
